WASHINGTON: Custodian of the Two Holy Mosques King Abdullah has announced the government’s decision to increase by 50 percent the allowances given to Saudi students pursuing higher studies abroad.
King Abdullah made this announcement while receiving a group of Saudi students at his residence in the United States on Friday, soon after his arrival here.
The king urged Saudi students to work hard in their academic pursuit and become good ambassadors for the Kingdom.
“You represent Saudi Arabia and I request you to be patient and behave correctly with others,” the Saudi Press Agency quoted the king as telling the students.
Mohammed bin Abdullah Al-Eissa, Saudi educational attaché in the US, thanked the king for his gesture.
The function was attended by Foreign Minister Prince Saud Al-Faisal, Finance Minister Ibrahim Al-Assaf and other senior officials.
King Abdullah arrived in Washington from New York after attending a two-day meeting on interfaith dialogue organized by the UN General Assembly on Nov. 12-13.
More than 40,000 Saudi students are currently pursuing higher studies in Europe, America and Asia.

To win a scholarship from the King Abdullah Scholarship Program is exciting and appealing to students. But soon the excitement fades away when they are faced with critical decision-making regarding university applications and procedures.
“When you ask a high school graduate about his ambitions, he’d tell you I don’t know. Many students want to major in a particular subject at a college or university because it brings a lot of money or it’s in demand. They don’t think in terms of what suits their skills or what brings out their creativity,” said Al-Hartih Al-Qurashi, general manager of the educational consultancy EDUCON.
In 2005 when the scholarship program started, Al-Qurashi discussed with close friends and family members the obstacles of choosing a foreign university and completing application procedures.
Through personal research, he supported many individuals by providing them with the information, universities acceptance, language programs, accommodation and transportation. He provided tips for students who won scholarships and were confused about where to start. “Students started calling from different regions of the country. Gradually, I established a system and I opened the first educational consultancy office in Jeddah, EDUCON,” said Al-Qurashi.
EDUCON helps students to search for majors and register in universities or colleges. It also provides them with useful information about the country and the city they will be studying in and accommodations and host families.
The consultancy offers a profile test that could determine and rank in percentage the mental ability and behavioral action of the student in order for him to choose the major that meets his qualifications. It also offers English level determination tests to find out where the students stand in terms of language proficiency. “We found that most of the students need English preparation courses before enrolling in universities or Collages,” said Al-Qurashi. As part of 2008 summer projects, EDUCON launched a program called “Euro Trip” in May in an event organized at Effat College. It was a tourism and educational tour for students to get a taste of Europe.
“The idea was to go have fun and learn during a period of six weeks. It was a new way y to get a taste of different countries and languages while making new friends,” added Al-Qurashi. In following up with the global trend, EDUCON has invested in technology SR180.000 to provide the most efficient services for students in 2009. It is about to launch EDUCON’s new website that will help students choose universities and majors as well as following up on their applications online in a smart and organized way. “We want to provide the right services in a professional way for those who are looking to study abroad so they can add value to their societies,” added Al-Harthi.

JEDDAH, 22 November 2007 — Happily and sadly.... That’s how Saudi scholarships applicants learned the final results of the third round of the Custodian of the Two Holy Mosques Scholarships Program.
Starting early yesterday morning, results were posted online in the Ministry of Higher Education’s official website www.mohe.gov.sa.
Text messages were sent from the ministry to successful candidates congratulating them and giving them instructions on procedures to follow.
Areej Iraqi, who did not find her name among accepted students, said that the GPAs of those who got accepted were very high.
“There was no variety in the levels accepted, which did not give the opportunity to others,” she said. “In addition, the short-list was very small considering the number of applicants.”
Indeed, out of around 20,000 applicants from across the Kingdom only 6,500 were accepted. GPA scores were the criteria and the focus was on science specialties.
Iraqi said it is unfair to evaluate the applicants depending only on their GPA alone. “I know people who applied for scholarships just to fulfill their egos without having any real intention to study. They are taking away seats from more serious candidates,” she said.
Badria Mudeer, who unsuccessfully applied for a scholarship, suggested that there should be personal interviews for the applicants to evaluate them instead of totally depending on the GPA.
The minimum GPA varied from one degree to another and also from boys to girls. The minimum GPA to qualify for a degree is higher for girls than for boys. For example, the minimum GPA to apply for a master’s degree scholarship for medical school is 3.15/5; for girls it’s 3.16/5. The difference is larger for all other master’s degree programs: 3.15/5 for boys and 4.08/5 for girls.
“I was frustrated; because I have a GPA below four I was not accepted,” said graduate Lama Amir. “But male applicants for the master’s degree of the same specialties was as low as 3.15. Why is it so high for girls and not for boys? My GPA is even higher than (3.15). What justifies this discrimination?”

The countries that participated in this event were Canada, Egypt, France, Germany, India, Jordon, Malaysia, Netherlands, Turkey, Switzerland, United Kingdom, and United States of America. Several students from the Turkish International School and other schools participated in this event. The educational representatives of these countries explained to Effat and other female students about the educational programs that are present in their countries. These embassy officials readily assisted students in their enquiries. The Education Consultants Company (EDUCON), which represents 15 leading universities from Canada, Australia, and New Zealand, was also present at the fair.

JEDDAH, 20 November 2006 — Saudi students approved for US scholarships by the Ministry of Higher Education can expect to receive notices by the end of this month, said a US Embassy official in Riyadh.
In a presentation given yesterday at the Dar Al-Hekma College for girls urging students to apply for US universities early, Vice Consul Carrie Giardino said that officials at the embassy had been told by the ministry that names of students approved for 10,000 US scholarships announced months ago would be disclosed at the end of November. The ministry plans to announce the names in groups every two weeks.
The problem arose when the ministry announced scholarships, which caused the embassy to block appointment times for students in order to process their visas as quickly as possible thus reducing the number of interviews for other types of visas from the usual 200 a day to 80 a day. This created a backlog of interviews for other visas and many people complained that it took months just to schedule an interview.
“Now we have opened 2,000 new appointment times in December and January for the public, but priority of no-wait-time is given to students. As soon as the ministry makes available the scholarships, the times would be reserved again for students,” Giardino told Arab News.
Another problem caused by the ministry’s delay in issuing the scholarships is that even the students who applied for a visa have their documents pending until they receive a confirmation of their scholarship.
“We cannot issue the visa until the student gets the scholarship. We are asking them to at least get us a letter from the ministry confirming that they have a scholarship,” said Giardino.
The US Consulate in Jeddah gave a presentation yesterday at the Dar Al-Hekma College on the occasion of International Education Week.
Najat Al-Saied, educational adviser at the consulate, talked about choosing a university for graduate studies, admission requirements and other information.
She recommended students start applying 12 to 18 months before their intended study time and to research the universities based on their area of interest and requirements.
In general the minimum academic year grade accepted is B and the average international student pays between $16,000 and $46,000 a year depending on the university. More than 500,000 international students apply for graduate studies in the US every year — most of them from India, China and South Korea — 80 percent of whom are issued visas. The most competitive colleges to be accepted in are medical and dental where less than 3 percent are accepted.
All US visa applications worldwide, as of Nov. 1, 2006, must be completed online. “Prepare all the required documents before going to Riyadh for the interview otherwise there would be a delay,” said Giardino to the students explaining to them the process of getting a student visa.
The validity period on the I-20 form given by the school is the maximum that a student can stay in the US, although due to the reciprocity agreement between the Kingdom and the US, the visa is issued for only two years even if the study period is longer than that, so the student would have to renew it.
“If you have all the required documents we can issue the visa in a week, but sometimes there is additional processing in Washington so it might take two months especially for male students. There is a lot of security concerns, so you need to apply early,” said Giardino.
For female students worried about needing a mahram to accompany them, the ministry issues an exemption card attached to the passport allowing her to travel by herself if her family permits her, according to Giardino. However, the embassy does not issue a “mahram visa,” a person wanting to accompany the female student must apply for a visa separately and go through the process.
Once a student identifies the school they wish to attend, there are five steps that make up the visa application:
1. Make an appointment for a visa interview by going to http://ksa.us-visaservices.com, pay $12 to receive a PIN number that allows you to log onto the appointment system.
2. Pay the application fee at a Samba branch and receive a yellow receipt which you should bring with you to the embassy. Or go online to http://www.samba.com and print a copy of the receipt.
3. Complete the application by going to http://evisaforms.state.gov and bring the printout.
4. Pay your SEVIS fee by going to http://www.fmjfee.com to pay $100 and bring a copy of the receipt. All primary student applicants for F-1, M-1 or J-1 visas must pay the SEVIS fee but the fee does not have to be paid for the derivatives or dependents of those applicants.
5. | Interior Ministry announces steps to seek U.S. entry visa |

The Interior Ministry has urged those who would like to travel to US to know the necessary measures to get US entry visa announced by the Riyadh-based US embassy.
With effect from August 1, 2006, the Ministry said all visa fees are paid through Saudi-American Bank (SAMBA), pointing out that the embassy will not accept cash payments of non-immigrant visas including study visa. Henceforth, payment methods through SAMBA could be ascertained through the following four methods:
1) checking SAMBAs site in the Internet and following the steps of US Visas Fees Payments.
2) checking US embassy site and clicking on the word "Visas".
3) phoning the number :014883800, and following the instructions for Visas fees payments in English language for the present moment.
4) checking the link of SAMBA in the embassy site.
5) Non-migrants visas are to be submitted in person in any of SAMBAs branches or through the internet site.
6) All visa applicants must show SAMBA receipt.
